Plan Commission/Board of Zoning Appeals

The Planning Commission is responsible for all aspects of town planning within the Town of Mooresville. The Planning Commission reviews projects, zoning requests, plats, special exceptions, and violations for compliance with the Town of Mooresville Comprehensive Plan and the Town of Mooresville Zoning Ordinance.

The Board of Zoning Appeals is responsible for granting variances to the Town of Mooresville Zoning Ordinance in situations where the Ordinance requirements cannot be met or prove a hardship for the citizens of the Town of Mooresville.

The Planning and Zoning Department serve as staff for the Mooresville Plan Commission and the Mooresville Board of Zoning Appeals, as there are no full time members of these boards on staff with the Town of Mooresville.  The Planning and Zoning Department process applications, generate agendas, answer commonly asked questions, and prepare staff reports for these boards.

Streets Department

The Street Department is responsible for the maintenance of infrastructure on Town right of ways, snow removal, and leaf pickup. Your Street Department consists of a group of very talented employees that possess a variety of skills that allow them to maintain the town in an efficient, responsible and timely fashion. They are committed to providing safe streets and sidewalks, high functioning sanitary and storm sewers, and attractive and well maintained town buildings.Apart from those most basic responsibilities, they also keep town owned trees trimmed, or removed if necessary, pick up litter, maintain equipment and assist other departments when needed.

Stormwater Department

The purpose of the Stormwater Department is to provide for the health, safety, and general welfare for the citizens of the Town of Mooresville through the regulation for non-stormwater discharges to the storm drainage system to the maximum extent practicable as required by federal and state law.

The Department shall achieve these goals by:

  • Regulate contributions of pollutants to the MS4 by Stormwater discharges by any user.
  • Prohibit Illicit Discharges and Connections to the MS4.
  • Protect, to the greatest extent practicable, life, property and the environment from loss, injury and damage by pollution and erosion.
  • Protect the public interest in drainage and related functions of drainage basins and watercourses.
  • Protect surface waters and receiving waters from pollution, mechanical damage, excessive flows and other conditions which degrade the environment, or endanger aquatic life, health and safety.
  • Fulfill the responsibilities of the Town as trustee of the environment for future generations.

The Town of Mooresville is a member of the Morgan County Partnership for Water Quality.

Flood Plain

The Purpose of the Floodplain Management Department is to promote the public health, safety, and general welfare and to minimize public and private losses due to flood conditions in specific areas.

The Department shall achieve these goals by:

  • Restricting or prohibiting uses which are dangerous to health, safety, and property due to water or erosion hazards.
  • Require that uses vulnerable to floods, including facilities which serve such uses, be protected against flood damage at the time of initial construction.
  • Control the alteration of natural floodplains, stream channels, and natural protective barriers which are involved in the accommodation of flood waters.
  • Control filling, grading, dredging, and other development which may increase erosion or flood damage.
  • Prevent or regulate the construction of flood barriers which will unnaturally divert floodwaters or which may increase food hazards to other lands.
  • Make federally subsidized flood insurance available for structures and their contents in the Town of Mooresville by fulfilling the requirements of the National Flood Insurance Program.
